Caging the power? No, Caged by the power

In the late January, 2013, Mr. Xi Jinping, then as the General Secretary of the Chinese Communist Party, announced that "power should be restricted by the cage of regulation" to fight the corruption of the Party.

Well, we know it is always easier to say than to do. Just take Xi's announcement as kind of advertisement, as you know, Xi has to promote his own party because he is their leader now, what else can he do to save a declining organization?

But, will his words become true? It is quite doubtful.The reasons are simple: 1, you need to differentiate the Party and the Government, their control, their duties, etc., then you can decide what the Party should do and should not do; 2, you need a independent legal system to examine the Party and the Government.

If the two requirements are not fulfilled, it will not be that people caging the power, but people caged by the power.
