Wang, Zhenzhong(in Chinese "王振忠"), the former deputy director of Fuzhou Police Bureau who fled to the US after his corruption was disclosed, once said about the anti-corruption in China:
"To be an official in China is the easiest job in the world. It does not matter at all to offend Chinese people, as long as you hold a good guanxi with your upper officials. No matter how people are angry at you and want to tear you up, no matter how many people scold you, you will still be promoted (if you have a good guanxi with your upper officials). Once you are sued for anti-corruption, the real reason is because there is something wrong with your official guanxi, not you really corrupt!"
From his words, we can learn that: 1, corruption prevails in China's bureaucracy; 2, the anti-corruption has nothing to do with corruption, but just a way to wipe off those who has weaker official relationships.
