Pupils have to pay RMB 1 yuan daily for napping at school

Zhuhai, Guangdong province, China, pupils have to pay RMB 1 yuan daily for napping at school like the picture above in the classrooms, without bed. This regulation has been backed by the local government.

Wow, you must be surprised! Charged napping? Is the school so eager for money? or is the local government so poor to have to charge everything they can imagine? Well, As one of the earliest Special Economic Zone, Zhuhai the city can not be so poor, then why?

Well, I guess, the reason might be simple: the local government does have money, but it has to afford lots of expense even including bureaucrats' sanitary napkins (based on another news lately on Chinese government staff's compensations), so you can imagine they must find it hard to afford the education, and it is logical to charge everything they can imagine from pupils.
