Chinese local governments Detain most charitable donations

In a TV interview, a girl from Shenzhen, China disclosed a shocking story:

her family had begun to fund a poor student in Jinggang Shan since 1993. After his graduation from high school, the student boy came to Guangdong Province hoping to find a job with the assistance of her family.

During the chat, the student thanked the family for having funded him for RMB 40 every year. The girl's mother was so shocked because she sent at least RMB 400! And no letters sent had been received. The student said that 4 or 5 of his classmates also received only RMB 40 per year.

Then, where is the rest of the money?
